Press Start to
pause your game. Then press Left, Down, Down, Left, Right and Down. Reset the
game and go to the Options screen and you'll notice a new Stage Select option.

Level
select:
Pause game play and press Left, Down(2), Left, Right, Down. A special selection will appear on the options screen to allow level selection. Press B to choose a level.
